Mr. Robert Buluma is an accomplished Researcher and Monitoring & Evaluation (M&E) Specialist with over 32 years of expertise in designing and managing M&E frameworks for development programs at the Kenya National Bureau of Statistics (KNBS). His work centers on empowering vulnerable populations, including women, children, youth, the elderly, and persons with disabilities, through inclusive, data-driven approaches. Robert is dedicated to promoting social inclusion, reducing inequalities, and advancing sustainable development through innovative and participatory strategies.
Robert has extensive experience in survey design, data collection, and analysis, utilizing both qualitative and quantitative methodologies to generate actionable insights. At KNBS, Mr. Buluma led socio-economic including but not limited to gender, women empowerment, health, youth, children, governance and disability studies contributing to policy formulation and program improvement. Robert excels in stakeholder engagement, having collaborated with government, agencies, civil society, regional, multilateral and international organizations to promote evidence-based decision-making.
As a trainer and senior consultant, Robert has developed and delivered tailored workshops on statistical methods, M&E frameworks, and social protection, enhancing the capacity of diverse audiences. His strong background in project management, policy research, and development issues affecting various populations and data visualization ensures the effective translation of complex data into meaningful policy recommendations.
Robert’s key competencies include survey design & implementation (expertise in creating and conducting large-scale surveys, including sampling and pilot testing); data analysis & visualization (skilled in advanced statistical techniques, qualitative analysis, and presenting insights through accessible visualizations); policy research & report writing( proven ability to produce evidence-based policy recommendations and technical reports); project management & stakeholder engagement(experienced in leading projects, coordinating diverse teams, and collaborating with stakeholders); capacity building & training(proficient in developing and delivering training on data collection, analysis, and inclusion-focused methodologies); monitoring & evaluation(competent in designing m&e frameworks and conducting program evaluations for continuous improvement); and technical skills(proficient in microsoft office and specialized statistical and data management software)
Robert is currently pursuing a Ph.D. in Development Studies at Jomo Kenyatta University of Agriculture and Technology, focusing on gender issues, with coursework completed. He holds a Master of Arts in Economic Policy Management from Makerere University (2003) and a Bachelor of Philosophy in Economics from the University of Nairobi (1995). Additionally, Mr. Buluma earned a BSc in Mathematics specializing in statistics from the University of Nairobi (1987). Robert has authored numerous publications on social research, contributing valuable insights to various topics within the field.
